THE NATIONAL ARMY – A FUNDAMENTAL PILLAR OF MODERN TAJIK STATEHOOD

On the Occasion of the 33rd Anniversary of the Establishment of the Armed Forces of the Republic of Tajikistan
The defense of the homeland is among the most fundamental responsibilities of statehood and one of humanity’s oldest moral callings. In the national culture of the Tajik people, the protection of one’s land and borders has long been inseparably linked with the values of honor, courage, conscience, and loyalty to the motherland. During the years of independence, this concept has acquired a renewed legal meaning, transforming into a formal state obligation enshrined in national legislation.
The historical foundations of military organization in Tajik civilization date back millennia. From the eras of the Achaemenids and Kushans to the flourishing period of the Samanid state, the organization of armed forces was regarded as an essential pillar of governance. During the Samanid era, a regular army was not only an instrument for safeguarding territory but also a symbol of the state’s political authority and strength. In the intellectual and literary heritage of great Persian-Tajik thinkers-from Ferdowsi to Saadi-the defense of the homeland is portrayed as the highest expression of honor and human dignity.
Following the dissolution of the Soviet Union and the proclamation of state independence in September 1991, the Republic of Tajikistan, as a newly sovereign subject of international law, faced the urgent necessity of establishing its own national defense system. The political and military crisis of the early 1990s, along with the tragic civil conflict, unequivocally demonstrated that without a capable and loyal national army, neither internal security nor territorial integrity could be ensured. In this challenging historical context, the legal and institutional foundations of the Armed Forces were laid, and the creation of a national army became a vital step toward strengthening the foundations of an independent state and preserving the unity of Tajikistan’s territory.
In the Republic of Tajikistan, the defense of the homeland is first and foremost a constitutionally established duty. According to the Constitution, the strengthening of independence, security, and defense capability is declared a sacred obligation of every citizen. This constitutional norm is imperative in nature and binding upon all citizens. Pursuant to sectoral legislation, particularly the Law of the Republic of Tajikistan “On Military Duty and Military Service,” male citizens who reach the prescribed age are required to perform compulsory military service.
From the perspective of legal theory, military service represents a direct constitutional commitment imposed by the Basic Law upon citizens. It also constitutes a practical form of civic participation in safeguarding national security, protecting independence, and preserving territorial integrity. Moreover, military service reflects the principle of legal equality before the state, as all citizens who meet statutory requirements, regardless of social status, are equally obliged to fulfill this duty. Therefore, service in the ranks of the Armed Forces is not merely an expression of patriotism or moral sentiment; it is the unconditional fulfillment of binding legal norms.
Under the leadership of the Supreme Commander-in-Chief, President Emomali Rahmon, the Armed Forces of the Republic of Tajikistan have, within a relatively short historical period, progressed through stages of formation, consolidation, and institutional modernization, evolving into a structured military system and a reliable pillar of the independent state. Today, the National Army, as an integral component of the national security system, fulfills its constitutional mission of safeguarding state independence, protecting territorial integrity, and defending national interests. It plays a foundational role in maintaining political stability, protecting the constitutional order, and creating favorable conditions for the peaceful development of society.
Furthermore, through its consistent participation in multilateral military and security cooperation, the Armed Forces contribute to enhancing the international standing and geopolitical position of the Republic of Tajikistan.
In today’s global environment characterized by the expansion of transnational threats such as terrorism, extremism, illicit drug trafficking, and organized crime the role of the National Army as the central institution responsible for state defense and national security acquires increasing strategic significance.
For the younger generation, military service represents not only the fulfillment of a legal duty but also a formative school of personal development. During service, responsibility is strengthened, discipline and respect for the rule of law are cultivated, and patriotism and national identity take deeper root. Owing to the leadership’s long-term policy initiatives, the material and social conditions of service have steadily improved in recent years, and the number of young people volunteering for military service continues to grow. This trend reflects the rising legal awareness and patriotic consciousness of the new generation.
Safeguarding the homeland is not merely a legal responsibility; it is a mark of moral maturity and social awareness. By fulfilling this sacred duty, every citizen contributes meaningfully to strengthening independence, ensuring political stability, and promoting sustainable state development.
With full confidence, it may be affirmed that today the Armed Forces of the Republic of Tajikistan stand as a reliable stronghold of state and nation, while young men of honor and dignity serve their people and beloved homeland with a deep understanding of their noble mission.
