In modern global conditions, when environmental problems, limited natural resources and climate change are becoming more acute, the transition to new models of economic development has become a top priority. In this context, the green industry acts as one of the key areas of a sustainable economy. The green industry is a set of activities in which production is carried out taking into account environmental protection, efficient use of resources and waste reduction. This not only helps to reduce the negative impact of humans on nature, but also opens up new opportunities for employment, innovation and economic competitiveness. On the other hand, a circular economy is an economic model in which more and more goods and resources are kept in circulation and waste is reduced as much as possible. This approach aims to introduce knowledge about the efficient use, recycling and reuse of resources, which generally contributes to the achievement of Sustainable Development Goals.
The activities of the Green Industry and Circular Economy Research Department are carried out on the basis of the “Strategy for the Development of the Green Economy in the Republic of Tajikistan for 2023-2037”, it is responsible for developing appropriate policies, coordinating programs and implementing measures aimed at the transition to a new economic model. This report analyzes the activities of the department for the implementation of this policy, progress, problems and prospects for the development of the green industry and the closed-loop economy.
In recent years, the green industry has become one of the priorities of economic and environmental policy. Although the levels of development of the green industry in individual countries or regions differ from each other, there are common problems.:
- The existence of national programs for the development of a “green economy” aimed at reducing the consumption of polluting energy, introducing innovative technologies and supporting environmental entrepreneurs;
- Growing interest in renewable energy sources (water, solar, wind), which are being introduced as an alternative to traditional sources of pollution;
- Stimulating investments in green projects through loans, tax incentives and government support;
- Implementation of environmental standards in key sectors of the economy, including mining, agriculture and transport;
- Increased attention to waste recycling and strengthening of resource management infrastructure.
Nevertheless, the green industry in many countries, including post-Soviet ones, still faces a number of key challenges, including: insufficient investment, lack of experienced specialists, imperfect cooperation between the public and private sectors, as well as regulatory barriers.
At the global level, the green industry is at the center of the economic development strategy of most countries. Here are some important international trends in this regard:
- Climate policy systems and international agreements (such as the Paris Agreement) that commit countries to reduce greenhouse gas emissions and accelerate the transition to cleaner energy sources;
- Development of the global green technology market, including solar and wind energy, electric vehicles, waste management systems, and low-carbon industrial technologies;
- Huge private and public investments in innovative sectors and green startups that transform the green economy into a new engine of growth;
- The growing demand for environmentally friendly products and environmental certificates in international markets, which encourages exporters to adapt to higher standards;
- Increasing the role of the closed-loop economy, which is seen as an integral part of the green industry and is focused on the reuse and efficient use of resources.
The Department of Green Industry and Circular Economy, as part of its functions, is engaged in research and scientific research that contributes to the sustainable development of the industry, the improvement of public policy and the introduction of technological innovations into the national economy. The research topics of this department focus not only on the study of local processes, but also on the analysis of international experience.
